Its objectives were: (a) to test an inservice training model in educational research and evaluation, (b) to provide intensive research experiences for persons employed in school systems in urban communities and in college programs that offer supportive skills for low-income students, and (c) to act as a stimulus in building research training capacities in a predominantly black university. Participants in the training institute wer chosen to represent diverse ethnic and cultural groups in our society. The model consisted of three components: (a) the use of the trainees' local data as a vehicle for inservice research training in design, data processing, statistics, and evaluation report writing; (b) the clustering of trainees from different educational programs with similar objectives to facilitate the offerings of local siminar groups and to provide mutual support for the trainees and gathering of data that has generalizability to other school systems; and (c) the incorporation, within the research process, of sensitivity to the black and other minority prospectives.
