This manual is designed to assist those individuals or groups responsible for developing educational and vocational programs for women in jail. The first section identifies the needs and problems of women in jail, focussing on discrimination against poor women unable to afford bail, the nonviolent nature of women's crimes, and the inequity of jail programs and facilities. The second section offers a range of programmatic models from federally-funded to volunteer efforts. The programs are presented in terms of their particular emphases, i.e., health, education, children, vocational training, work/education release, recreation, alternatives, and aftercare; a list of resources for each type of program is also included. The third section describes the Female Offender Program in Hampden County, Massachusetts, including program design, staff training, accomplishments, problems, funding, and recommendations. A resource list of organizations across the country working on behalf of female offenders and criminal justice reform and a bibliography are also provided. (Author/HLM)
