520 |a The purpose of this proposed bill from the Judiciary Committee to the second session of the hundredth Congress is to preserve personal privacy with respect to the rental, purchase, or delivery of videotapes or similar audiovisual materials. The Video Privacy Protection Act prohibits videotape service providers from disclosing personally identifiable information except in narrow and clearly defined circumstances. The act allows consumers to maintain control over personal information divulged and generated in exchange for receiving services from videotape service providers and reflects the central principle of the Privacy Act of 1974: that information collected for one purpose may not be used for a different purpose without the individual's consent. This report on the bill submitted to the Committee on the Judiciary includes (1) a description of the purpose of the bill and its legislative history; (2) a summary of the discussion by the Subcommittee on Technology and the Law; (3) a summary of the vote of the committee; (4) the text and a section-by-section analysis of the bill (S.2361); (5) a cost estimate for its enactment; (6) a regulatory impact statement; and (7) an outline of changes in existing law resulting from passage of the bill.
