This document consists of Part 1 of a book of readings on at-risk youth designed to provide information and strategies for counselors, teachers, parents, administrators, social workers, and others who work with youth at risk. The two chapters in Part 1 present information related to population identification, the issues and concepts involved, and a framework to aid the reader in better understanding the myriad variables that relate to the at-risk population. Chapter 1, "Defining Youth At Risk" (Douglas R. Gross and Dave Capuzzi), introduces the area of at-risk youth; presents information relative to population identification, issues and concerns, and the concept of being at risk from both a developmental and educational perspective; and serves as an overview for the entire text. Chapter 2, "Poor Soil Yields Damaged Fruit: Environmental Influences" (J. Jeffries McWhirter and Ellen Hawley McWhirter), surveys some of the environmental influences that affect the lives of adolescents, stressing associative rather than causative relations. It presents a conceptual and organizational framework for viewing the issues related to working with at-risk youth. (NB)
