Since 1910 the decimal file has been the State Department system for organizing the central files of the Department as clearly and comprehensively as possible. This early and intense effort at systematic collecting primarily contains instructions to and despatches from diplomatic and consular officials and a variety of materials concerning boundary commissions set up following Cuban independence. This collection serves as an important historical reference to U.S. investment, involvement and interference in Cuba; Cuban resistance to that interference and to negotiated settlement. In 1929, U.S. economic interference was so hotly contested in Cuba that the Cuban Congress passed a law (subsequently vetoed by President Machado) making the aiding or abetting the interference of foreign powers in the development of "national life" a crime punishable by life imprisonment. The contemporary U.S. presence in Guantanamo and the U.S. embargo of Cuba show that these issues remain vital and unresolved. This collection will serve researchers seeking to understand the process of foreign relations with our near neighbors.
