Before detailing the precise terms of the treaty, Acheson argues that it is necessary to counteract the Soviet obstructionism which has limited the efficacy of the United Nations. Acheson focuses in particular on the duty of the United States to assist in rebuilding the armed forces of their European allies and other free countries so that each member of the pact has the ability to defend themselves and others. Acheson concludes by reasserting his position that the most effective way to prevent another World War is to show that swift and strong military response will follow in reaction to any armed provocation threatening peace.
