|a In an installment of the radio program "Your governor," Michigan Governor G. Mennen "Soapy" Williams discusses the results of the most recent legislative session. Williams strongly argues that the "economy budget" passed by the legislature masks an actual increase in spending because money is only appropriated for nine months worth of funding. He says that the budget as passed will lead to tax hikes and additional appropriations in order to overcome the hidden budget shortfalls. Williams also says that many of the construction projects he proposed, such as a new University of Michigan outpatient facility, were funded for only down payments and planning, in order to give the appearance of cost savings. He says that this maneuvering by the legislature commits the state to the project without providing money to carry out the actual work.
