"This is a report concerning Lansing city police enforcement of sexual solicitation laws used against the Lansing area gay community. It should be noted that solicitation does not involve sexual acts in public nor sexual acts involving money. This distinction was not made by the Police Board, as their report conveniently combined and confused these issues in an attempt to gain public acceptance. The purpose of this report is to factually identify police attitudes, polices and practices which represent poor public policy, which are discriminatory and which are possibly unconstitutional; and to make recommendations to eliminate those attitudes, policies and practices in an positive effort to improve gay/police community relations."--Leaf [2].
