Mr. Harper's speech on the navy : in opposition to the motion of Mr. Gallatin, for striking out of the bill for augmenting the navy, that part which provides for building six seventy-fours. Delivered in a committee of the whole House, February 8, 1799. : To which is annexed, a speech of the same gentleman, in the committee of the whole, April 18, 1798, on the propriety and necessity of granting convoy--the importance of a navy--the connection between agriculture and commerce--and the policy of defending one, in order to encourage the other. Made in opposition to a motion of Mr. Nicholas, and re-published from the "American daily advertiser," of April 25, 1798.
