Alexander White, one of the commissioners appointed by the president of the United States, by virtue of an act, intituled, "An act to establish the temporary and permanent seat of the government of the United States," respectfully states to the committee, to whom the memorial of the said commissioners, and the president's message respecting the same, were referred.
