These findings are information on (1) unequal educational opportunities, (2) the district's policy in intergroup relations, (3) staff attitudes, (4) students' participation in cocurricular activities, and (5) school-community relationship. Also, the report lists recommendations for immediate and long-range changes for improving the education of minority-group children, including specific plans for school reorganization and redistricting.
