To provide vocational educators with reliable information about the handicapped and suggestions for implementing services according to the Vocational Education Amendments of 1968, ideas were developed during a 2-day national conference attended by 200 educators and rehabilitation specialists, and were refined during nine regional clinics. Using these suggestions, this document strives to answer specific questions of program implementation, using model programs when possible, so that administrators at the local level can choose and implement according to need.
