520 |a The purpose of the one-year study was to determine the ability of public and private employment agencies to meet the job placement and educational needs of vocationally trained, disadvantaged individuals living in three rural Texas counties. The overall goal was to develop an effective system that would allow for the continuous placement of these individuals in meaningful jobs. The investigation involved collection of data from three groups: vocational education graduates, public and private employment agencies, and employers or potential employers of the vocationally trained population. Questionnaire surveys of stratified random samples of graduates and employers resulted in an analysis of 300 graduates and 72 employer questionnaires. All available employment services were contacted. Results of the study showed that factors affecting the employment of the vocationally trained were lack of transportation, inadequate vocational preparation, lack of work experience, inadequate pay, and unwillingness to relocate. Employment agencies were found to be not effective in job placement, generally because they were not readily available to the community. Recommendations were made for meeting the job placement needs of the population studied. The report includes a bibliography. Appendixes contain the survey instruments and a map showing placement of employment services in the area. (Author/RG)
