In section two the functions of assessment are explored including a statement of the need for a clear, concise assessment reporting; and an overview of assessment from the perspective of placement and programing decision-making. Section three gives a suggested format for a step-by-step approach, and several practice exercises to improve assessment writing. The final section discusses the law and the assessment process, listing the requirements of Public Law 94-142 pertaining to assessment functions. Appended are a paper entitled "A Further Exploration of the Two Purposes of Assessment", and an annotated bibliography. (PHR)
