Summary:
A study on the system of study leave that exists in Australian universities and colleges of advanced education was conducted by the Tertiary Education Commission. A draft report, which is appended, was issued in May 1978 and public comment was invited on the report. The comments that were received on the draft report are summarized, and the commission's views on the desirable modifications to present arrangements for study leave and staff development leave are presented. Problems of implementation and the commission's recommendations are also included. "Study leave" is used as a generic term to cover both outside studies programs and professional experience programs. Commission views address the following areas: institutional autonomy, availability of study leave, location of study leave, participation in study leave, accountability, length of absence, conferences, other absences, fares and traveling allowances, outside grants and earnings, general staff, improvement of qualifications of academic staff in colleges, and implementation.
