520 |a The National Urban League's Project Thrive was designed to ascertain and address the needs of black families, local agencies and policy makers as they pertained to child protection services. The project used the techniques of research, social planning, community organization, education and mobilization, and information and resource development, collection and dissemination to achieve the following goals: (1) to bring out information and issues regarding child protection in the black community; (2) to determine ways in which a child protective service can more effectively serve blacks; (3) to deliver comprehensive services to black families, consumers of child protective services, local agencies, and relevant regulatory bodies; (4) to devise and demonstrate methods of resource mobilization to prevent child abuse and neglect; and (5) to construct a model child abuse and neglect resource referral center. This report focuses on the major accomplishments, obstacles encountered, and ongoing effects of Project Thrive from its inception in 1975 to its conclusion in 1978. The cost, structure and staffing of the program are outlined. Background and project activities in the two demonstration sites (Indianapolis, Indiana, and Columbus, Ohio) are described. Implications for future policy and practice in child protection are discussed, and recommendations in regard to staffing, site location and future research activity are offered. (Author/GC)
