This guide is intended to assist Job Training Partnership Act (JTPA) program policymakers, planners, and program operators develop JTPA programs and activities. Discussed first are JTPA participant eligibility criteria and ways of assuring that competing groups can receive services in an equitable manner that is consistent with the intent of JTPA. The next chapter, which provides a detailed examination of services provided by JTPA to mature or older workers, deals with such topics as the network of agencies serving aging individuals, the operation of the set-aside in service delivery areas, program design considerations, national resources for older worker programs, and a model program for older workers. Described in a chapter on model programs for community agency participation are programs for on-the-job training brokers, rural general service providers, intermediaries to business, and an entrepreneurial model for supported work, marketing, and competency-based training for youth. The last chapter includes information about the mission, seminars, and publications of the Center for Community Futures. (MN)
