Focus is on determining if observers could be trained to use the observation instrument with a high degree of reliability and validity. The instrument, entitled Classroom Observation and Assessment Scale for Teaching Candidates (COAST), was developed from appraisal systems of the states of Florida, Georgia, and Texas. The initial draft was field-tested, and a panel of 11 experts in teacher evaluation reviewed the indicators. The final form of the instrument covered: (1) instructional planning; (2) classroom management and organization; (3) instructional techniques and materials; (4) communication and presentation techniques; (5) motivation of students; and (6) assessment of students. The instrument was tested on 27 teacher candidates (categorized in three grade level subdivisions of grades 1-12) with seven observers (six graduate students and one university faculty member). Inter-rater agreement was acceptable. Results suggest that COAST is an instrument that can be used across subject areas and grade levels with a high degree of content validity. Seven tables are presented, and an outline of the COAST Instrument Indicators is appended. (SLD)
