R3 : The Refocusing, Rebalancing, and Refining of Michigan State University. Internal Discussion Paper. Document Version 2.0.

An overview of Michigan State University's (MSU) Refocusing, Rebalancing, and Refining (R3) process is presented. R3 is a concerted effort to assure that MSU is doing the right things at the right time, addressing the changes which are exerting powerful influences on MSU's future. It is also a document describing the strategic planning process. The participation of support service and academic program units, all faculty and staff, students, and representatives from various constituencies which MSU serves is necessary for a successful university-wide process. The impetus for R3, its goals, the status of the R3 document, the status of the R3 process, and future directions for the process of R3 are described. Ten sections look at: vision in planning--refocusing, rebalancing, and refining; the state of the university; the challenge of change; the external environmental context for R3; the internal environment context for R3; the principles of R3; outcomes and expectations of R3; R3 evaluations, projects, proposals; the self-study framework; and review of university goals and unit plans. Five attachments making up the bulk of the document provide information in the following areas: the universities and the environmental tendencies affecting their constituents; financial variables, trends, and 1989-1990 preliminary budget considerations; self-assessment framework and general issues for study and deliberation; university goals, mission statement, and general fund budget planning principles; and budget and planning accomplishments and events: the R3 process.
