|a This report presents a comprehensive plan, developed by the D.C. Committee on Public Education, to help strengthen the public schools in the District of Columbia. Chapter 1, "An Introduction: A Vision of the Future," contains the following sections: (1) "Description of the Committee"; (2) "Philosophy and Beliefs of the Committee"; (3) "The Mandate for Reform"; and (4) "A Vision of the Future." Chapter 2, "Major Educational Reforms: Children Come First," contains the following sections: (1) "The Early Years: A Strategy for Reaching Those in Need with High-Quality Programs"; (2) "The Curriculum: A Revitalization"; (3) "Standards that Promote Learning"; (4) "Expansion of the School Day and the School Year"; and (5) "A System of Distinction with Alternatives of Excellence." Chapter 3, "Teachers: The Heart of Effective Schools," contains the following sections: (1) "Toward a Professional Workforce"; (2) "Compensation, Career Ladders, and Incentive Pay"; (3) "New Criteria for Teaching in the District of Columbia"; and (4) "In-Service Training Needs and Instruction." Chapter 4, "School Management: A Redirection," contains the following sections: (1) "School-Based Management and Leadership"; (2) "The City's Governance Dilemma: Thoughts on a Resolution"; and (3) "The School as a Business: Management Improvements that are Essential." Chapter 5 is "Facilities: The Need for Better Buildings." Chapter 6 is "Financing: How to Pay for a Better School System." Chapter 7 is "Implementation: How to Begin the Plan." Fifteen tables and 34 figures are included. Information on those involved in developing the plan and the goals for students suggested by the Committee are appended. (JS)
