In part 1, chapter 1, some problems, anticipations, and a recommendation concerning decentralization are presented. In part 2, chapters 2 through 6 review literature about the structural view of organizations, rationality and organizations, and political and organizational decentralization in education as well as a conceptual synthesis of and key questions about decentralization. Chapter 7 of part 3 delineates the methods used in a study about decentralization conducted for this book. The results of that study are analyzed in part 4, chapters 8 through 12, and used to answer questions about the structure of school-based management, how much flexibility of decision-making it provides, its system of accountability, its effect on productivity, and the adoption process. Conclusions drawn from the study are provided in part 5, chapters 13 through 15. An index is provided. (113 references) (EJS)
