The report uses a body of data collected in 1987-1988 on two groups of poor families in Los Angeles (California) half of whom were stably-housed welfare (Aid to Families with Dependent Children) recipients and the other half of whom were currently homeless. The sample consisted of approximately 400 families each with at least a mother and 1 child. Following an introduction in Section I, Section II compares and contrasts the homeless and stably-housed poor families. In Section III, the study uses multivariate statistical techniques to address the question of why some poor people become homeless while others remain stably housed. An effort was made to reconstruct the "paths" by which families became homeless. Section IV discusses the policy implications of the findings and suggests several legislative measures to address the plight of homeless families in California. Appendices contain a description of the study design; a summary of the univariate analysis, multivariate analysis, and logistic regression conducted; results of the logistic regression; summary statistics; and an outline of the 1989 homeless-related legislation. Included are 16 tables, 12 figures, and a 72-item bibliography. (JB)
