The publication is intended for persons who are interested in enriching learning through community service. The centerpiece of the publication is a section that identifies the goals of this Minnesota program and lists individual service learning outcomes. One of the three program goals states that learners should understand the cause-and-effect relationship between human behavior, attitudes and their environment by providing community service through "doing." Model learner outcomes associated with this goal and the others are put forth as examples to aid local school districts in implementing the program. The other sections of the guide present the mission, values, philosophy, and goals of education, provide definitions, and present ideas for integrating youth community service learning into the curriculum. Ten appendices feature resources, legislation, and articles concerning youth service. A lengthy list of references also is included. (DB)
