|a This report provides a comprehensive picture of the history and current state of the Pell Grant program. Using data from various federal sources, notably the Pell Grant program annual reports and the National Postsecondary Student Aid Study, the report tracks key indicators of the growth and distribution of Pell Grants over the program's history and describes how these grants fit into the overall college financing scheme of low-income students. Since 1973, the Pell Grant program has grown to provide a projected $8 billion in assistance to almost 4 million students, or a quarter of the undergraduate population in academic year 2000-2001. Expenditures for the Pell Grant program increased by 75% in inflation-adjusted terms between 1976-1977 and 1998-1999, although the maximum grant covers a smaller percentage of a student's total costs. The total number of institutions participating in the Pell Grant program is the same today as in 1980, but the mix of institutions has changed, with more public institutions and fewer private, nonprofit institutions participating in the program. Students who attend college on a full-time basis are more likely to receive Pell Grants than other undergraduates. One in five Pell Grant recipients received no other aid, but the rest were awarded some combination of grants, loans, and work-study in addition to the Pell Grant.
