The overall goal is to significantly raise the level of literacy achievement for children across the elementary years. The first two sections of the report describe the initiative and the research/evaluation design for all schools. The third section presents results of data collected for 38 schools involved in the project for at least four years. The fourth section describes the effects of implementation on specific schools through individual educators' reflections. The final section offers implications and suggestions for further research.
