520 |a Every 10 years, the national census describes the number of U.S. residents and their characteristics. This decennial census, however, is subject to error. This report summarizes what is known about census undercount and methods used to adjust census data, emphasizing the undercount of children and minorities. The Census Bureau reported that more than 2 million children were missed in the 1990 census, accounting for over half of the net undercount. In both 1990 and 2000, the net undercount rate was higher for American Indians, Asians, Blacks, or Hispanics than for the overall population. The undercount can cause inequities in distribution of federal and state funds and can result in poorly targeted programs for providing social services to children and families. Children in mobile and complex households, children living with grandparents or other relatives, foster children, and children with divorced or never-married parents are more likely to be missed in the census. In March 2001, a decision was made not to adjust census results for the purpose of redistricting congressional and other political districts. In October 2001, the Census Bureau announced that it would also not adjust 2000 census data for nonpolitical purposes. An appendix describes the Accuracy and Coverage Evaluation in the 2000 census.
