Admiral Thomas H. Moorer, Former Chairman of the Joint Chiefs of Staff, testifies before Congress about the proposed second Strategic Arms Limitations Treaty. He says the Carter Administration is wrong in taking the word of General Secretary of the Soviet Union Leonid Brezhnev, that the USSR will not use its Tupolev Tu-22M backfire bombers in strategic bombing runs because Brezhnev will not lead the Soviet Union indefinitely and his promise means less than a national promise.
