Executive order with respect to the actions and policies of certain members of the government of Yemen : communication from the President of the United States transmitting notification that an executive order has been issued declaring a national emergency with respect to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the actions and policies of certain members of the government of Yemen and others to threaten Yemen's peace, security, and stability.
