His family moved to Evanston, Illinois where he graduated from Evanston Township High School in 1954. After enlisting for three years with the United States Marines, he enrolled at Illinois State University where he graduated with his B.A. degree in social science in 1962. After a brief teaching career, Hunter worked as a salesman for Amoco Oil Company in 1965. In 1969, Hunter has his own Amoco filling station. Hunter earned his M.A. degree in public administration at Roosevelt University. Because of a lack of government jobs in the 1980s, Hunter took a part-time job delivering papers for the Chicago Tribune.
